British Columbia, Alberta and Quebec issue provincial immigration nominations in latest draws

This week, B.C., Quebec, and Alberta welcomed provincial immigration candidates to submit for nomination or selection.

All but two Canadian provinces and territories, Nunavut and Quebec, operate Provincial Nominee Programs (PNPs).

Immigration is a joint duty of the federal and provincial/territorial administrations. PNPs enable the governments of each participating province and territory to bring in talented immigrants whom they feel are best suited to assist their region achieve two goals:

  • Address the most acute labour market demands.
  • Mitigate the region’s most significant demographic issues

Provincial Immigration Results from May 25 to May 31

British Columbia

On May 28, British Columbia held two drawings under the British Columbia Provincial Nominee Program (BCPNP).

In the government’s first draw, 35 invitations were distributed to immigration aspirants in a general lottery.

This draw, like other general BCPNP drawings in 2024, included applicants from all five BCPNP streams. The streams were as follows:

  • Skilled Worker (minimum score of 131)
  • Skilled Worker – Express Entry British Columbia (EEBC) option (minimum score of 131)
  • International Graduate (minimum score of 131)
  • International Graduate – EEBC option (minimum score of 131)
  • Entry Level and Semi-Skilled (minimum score of 110)

Note: The numbers in brackets next to each stream are the minimum score necessary for candidates in that stream to get an invitation to this draw.

In addition to the above draw, B.C. sent invitations to other draws, each of which targeted a different occupational group.

Note: All applicants evaluated for invitations through the following drawings came from the BCPNP’s Skilled Worker and International Graduate streams (including the EEBC option).

  • Candidates in childcare vocations received a total of 11 invites. All invitation receivers had a minimum score of 93.
  • Construction candidates received 11 invites (all invitation receivers had a minimum score of 93).
  • Healthcare candidates received nine invites (all invitation receivers had a minimum score of 100).
  • Candidates in veterinary care jobs received less than five total invites. All invitation receivers had a minimum score of 80.

Quebec

Quebec has revealed the results of a draw held on April 25. Like Alberta, the province releases draw results retrospectively.

Note: The extraction date from the Arrima bank for this draw was April 22, 2024, three days before the draw.

During this draw, Quebec invited 1,415 applicants to apply for permanent selection.

To be invited during this draw, applicants had to match the following criteria:

  • Québec’s French proficiency level scale for adult immigrants (Échelle québécoise des niveaux de compétence en français) or its equivalent indicates a degree of conversational competency in French of 7 or higher.
  • A score equal to or over 598 points

The government of Quebec also noted that “invitations were also addressed to” candidates who:

  • Had an oral proficiency level in French of 7 or above (according to the same scale as mentioned above).
  • Possess an authentic job offer outside of the Montréal Metropolitan Community.

Quebec provincial immigration invitation winners may now apply for a Quebec Selection Certificate. This is a certificate that Quebec-bound provincial immigration applicants must get before applying for permanent residency with Immigration, Refugees, and Citizenship Canada (IRCC).

Alberta

Alberta is one of two Canadian jurisdictions that reveals provincial immigration draw results after the fact.

This week, the Alberta Advantage Immigration Program (AAIP) announced the results of a provincial draw held on May 1, 2024.

On May 1, Alberta sent 40 Notification of Interest (NOI) letters to candidates in the province’s “dedicated healthcare pathway with Alberta job offer” category. During this AAIP draw, all invitation recipients had a CRS score of at least 305.
