British Columbia and Manitoba issue provincial immigration nominations

British Columbia and Manitoba have both issued invitations to apply (ITAs) to immigration hopefuls through their respective Provincial Nominee Programs.

Candidates have been selected through streams for skilled individuals with skills in essential employment sectors, a job offer in the province, or past study in the province that nominated them. Continue reading for the complete analysis.

Note: Each PNP has its unique system of allocating scores to candidates for immigration reasons. As a result, cut-off scores for immigration draws in one PNP should not be compared to those from PNPs in other provinces. In addition, other provinces may use different terminology for ITAs (such as “Notifications of Interest” or “Letters of Advise to Apply”), although all of these words relate to the same type of invitation.

British Columbia (BC)

B.C. approved at least 77 candidates for the British Columbia Provincial Nominee Program’s Skilled Worker and International Graduate (including Express Entry British Columbia (EEBC) option) streams.

Individuals having appropriate professional expertise in industries with in-demand employment, as targeted by the BCPNP, were asked to apply. Minimum scores varied by draw, with the following cut-offs:

  • Childcare draw cut-off score: 90;
  • Construction draws cut-off score: 93;
  • Healthcare draw cut-off score: 100;
  • Tech draw cut-off score: 120; and
  • Veterinary care draw cut-off score: 80.

The International Graduate (with EEBC option) stream is for people who graduated from an approved Canadian university or college within the past three years. To be eligible for this stream, you must have received a job offer from a British Columbia business. The “includes EEBC option” indicates that the stream is an improved PNP stream that is compatible with the federal Express Entry system. This implies that the BCPNP can use this stream to invite qualified Express Entry candidates to come to the province and settle there.

Manitoba

Manitoba welcomed 371 applicants this week through the Manitoba Provincial Nominee Program (MPNP). Candidates were solicited from three separate streams, with an occupation-specific draw.

The initial draw was occupation-specific, with profiles indicating current employment in occupations with a significant labour demand in the province. 18 ITAs were given to individuals who had experience in occupations that matched National Occupation Classification (NOC) codes*:

  • 72024 – Supervisors, motor transport and other ground transit operators; and
  • 73301 – Bus drivers, subway operators and other transit operators.

*The NOC system is Canada’s national system for categorizing and defining various employment in the country’s labour market.

The second draw was an all-program selection that invited 242 qualified applicants from the Skilled Worker in Manitoba stream (which included the Manitoba Work Experience and Employer Direct Recruitment paths). To be invited, candidates needed to have a ranking score of at least 836.

The third draw took place under the International Education Stream, which attracted 76 qualified candidates. The International Education Stream seeks graduates from Manitoba institutions who satisfy the demands of the province’s employment market. The stream contains three pathways: Career Employment, Graduate Internship, and International Student Entrepreneur.

The last draw was for the Skilled Worker Overseas stream, which invited 35 candidates with a minimum ranking score of 698. The Skilled Worker Overseas stream nominates applicants from overseas with in-demand talents and professional experience to immigrate and reside in Manitoba. The stream consists of two pathways: Manitoba Express Entry and Human Capital.

Of the 371 individuals invited, 66 provided a valid Express Entry profile and job seeker validation code.
