British Columbia and Manitoba nominate candidates in latest round of PNP draws

In the most recent round of Provincial Nominee Program (PNP) drawings, candidates from British Columbia and Manitoba were nominated this week. Because immigration is a shared duty of the federal and provincial governments, provinces can submit people for permanent residency. Immigration, Refugees, and Citizenship Canada (IRCC) assigns each province a yearly number of nominations, which they can then use to invite people who are well-suited for integration into the local labour and economy. For example, Alberta announced on August 9 that it has already awarded 6,527 of the 9,750 nominations allotted for 2023. Until March of this year, provinces received just yearly allocations; however, this will change in the future, since IRCC developed the first multi-year provincial immigration levels plan. This will enable provinces to determine how many newcomers they can designate and arrange enough infrastructure, including as housing, schools, and healthcare, to serve newcomers.

BRITISH COLUMBIA

British Columbia welcomed 195 persons to file for provincial nomination on August 9.

In total, the province staged three draws. The largest was a general draw for Skilled Worker, International Graduate, Entry-Level and Semi-Skilled candidates, including Express Entry candidates.

A minimum score of 107 was required for Skilled Workers, 110 for International Graduates, and 88 for Entry-Level and Semi-Skilled candidates. The Skills Immigration Registration System (SIRS), which is unique to British Columbia and similar to the federal Comprehensive Ranking System, is used to calculate scores.

The other two drawings were reserved for skilled employees and international grads, including those in the Express Entry pool. The province extended an invitation to:

34 early childhood educators and assistants, in addition to;

22 candidates for healthcare jobs

Candidates in both draws have to have a SIRS score of at least 60.

MANITOBA

On August 10, Manitoba issued 615 Expressions of Interest.

The province held four separate lotteries to select candidates from three categories. The largest was occupation-specific for people in Manitoba’s Skilled Worker category, and it invited 249 candidates with a minimum score of 605. Under the National Occupational Classification (NOC) 2021 major categories, the province considered two occupations:

94 – Processing, manufacturing, and printing machine operators, assemblers, and inspectors

95 – Processors, manufacturers, and utility workers

A total of 279 skilled professionals with a minimum score of 647 were invited to participate in a general (non-occupation specific) draw.

With a minimum score of 708, 47 candidates were invited from the International Education stream and 40 from the Skilled Workers Overseas stream in the following two draws.
