Candidates for provincial nomination have been nominated in three Canadian provinces.

All of Canada’s provinces and territories (excluding Quebec and Nunavut) can invite a specific number of people to seek for nomination to settle within their jurisdiction under the Provincial Nominee Program (PNP).

Results of provincial immigration from October 13 to October 27

British Columbia

On October 17, British Columbia invited over 152 applicants to participate in the BC PNP.

Four separate draws were held by the province. The largest was a general draw, which comprised candidates from the Skilled Worker, International Graduate, and Entry-Level and Semi-Skilled Streams.

Skilled Workers needed a Skills Immigration Registration System (SIRS) score of 111, International Graduates needed 113, and Entry-Level Semi-Skilled applicants needed 91.

The remaining three draws sought Skilled Worker and International Graduate candidates with specified occupation work experience. A score of at least 60 was required for all contenders.

·          Early Childhood Educators and Assistants- 31

·          Healthcare-17

·          Other priority occupations- less than 5

On October 24, the province also held four targeted draws, inviting candidates from the Skilled Worker and International Graduate categories.

Candidates having a technical occupation were the most appealing. There were 101 invitees with a minimum score of 90.

The other three drawings were similar to the previous week, with a minimum score of 60 necessary.

Saskatchewan

On October 23, Saskatchewan held its first draw since August. In total, the province welcomed 99 candidates in two categories. Candidates in the Occupations-in-Demand category received 40 invites, while Express Entry candidates received 59.

Both draws were aimed at specific National Occupation Classification (NOC) codes, and all candidates were required to complete Educational Credential Assessments. A minimum score of 84 was necessary for all candidates.

Prince Edward Island

On October 19, the PEI PNP held a drawing.

The province invited 102 candidates from the Labour and Express Entry programs. Candidates having a minimum Expression of Interest (EOI) score of 55 were considered if they were Critical Workers, and Express Entry invites were granted to persons working for a PEI Employer.

In addition, two candidates with a minimum EOI score of 80 were invited through the Business and Entrepreneur stream.

PEI has invited 2,464 candidates in the Labour and Express Streams in the last year, accounting for 97% of all invitations.

IRCC PNP allocation guidelines

Immigration, Refugees, and Citizenship Canada (IRCC) and the provinces share immigration duty. The IRCC allocates a certain number of nominations to provincial governments each year. They use this allocation to designate people who are most likely to establish themselves economically in the province. The PNP only applies to immigrants from lower-income families.

The IRCC has released guidelines outlining how it assigns nominations to each province. IRCC assesses a province’s population, the number of newcomers arriving each year, and the rate of retention. The agency then solicits comments from provinces and territories in order to better understand their immigration and economic needs, and adjusts the amount of nominations as necessary.

Using these ideas has aided in the development of the PNP’s first multi-year levels plan. Provinces were formerly only given allotment a year in advance. This made it difficult to plan infrastructure such as housing, healthcare, and settlement services.

Furthermore, the PNP accounts for the lion’s share of the Immigration Levels Plan’s economic immigration targets. The Plan specifies the amount of permanent residents that Canada intends to absorb during the next three years. The targets for 2023-2025 are the highest in IRCC history, with as many as 500,000 overall admissions, including 117,000 PNP admissions, per year by the end of 2025.

PNP-only Express Entry draw

On October 24, the IRCC performed an Express Entry lottery for 1,548 candidates having a provincial nomination. The required CRS score was 776.

It was the first PNP-only Express Entry lottery since May, which was also the last time IRCC staged a program-specific draw.

The CRS score in a PNP-only draw is always much higher than in other draws because Express Entry candidates who acquire provincial nomination (a process known as enhanced nomination) automatically receive an additional 600 CRS points. This is significantly higher than the average CRS score for most candidates.
