Alberta, British Columbia, Manitoba and Quebec Issued Invitations for provincial nomination immigration on 29th of April 2023

immigration draws.

The Provincial Nominee Program (PNP) is where the majority of Canada’s economic immigrant permanent residents come from. Over 117,500 new PNP permanent residents are expected to arrive in Canada each year by 2025, according to the Immigration Levels Plan 2023-2025.

PNPs help to spread the economic benefits of immigration across the country, rather than having the majority of immigrants settle in a few of Canada’s urban centers, as was the case prior to the program’s inception in 1998.

Because immigration is a shared responsibility of the federal and provincial governments, provinces can invite candidates for provincial nomination. Quebec is unique in that it has complete control over the admission of economic and skilled immigrants.

Alberta

This week, Alberta released three separate draw results for the Alberta Advantage Immigration Program (AAIP). All candidates were also eligible for Express Entry.

The first took place on April 20 and targeted 152 candidates with an Alberta family connection and a primary occupation in demand. All had a CRS score ranging from 300 to 500.

On April 24, 124 candidates were invited to participate in a draw targeting a priority sector – construction occupations with an Alberta job offer. The minimum CRS score required to be invited was 301.

The final draw was held on April 25th, and eight candidates were chosen from the Designated Healthcare Pathway, Alberta job offer stream. The candidate with the lowest CRS score had a score of 316.

In 2023, Alberta is expected to invite up to 9,750 candidates through the AAIP. The Dedicated Healthcare Pathway is expected to attract the most Express Entry candidates in the province, with 1,462 expected to be invited.

British Columbia

On April 25, British Columbia invited 168 candidates in three targeted draws.

Candidates for the BC PNP must meet the Skills Immigration Registration System (SIRS) minimum cut-off scores. This is similar to the Express Entry Comprehensive Ranking System (CRS), but it is only for those who want a provincial nomination from British Columbia.

All candidates in this week’s draw, including Express Entry candidates, were in the Skilled Worker or International Graduate streams.

The largest draw sought 113 candidates with a technical occupation and SIRS scores of at least 90. The second draw included 28 candidates who worked in Childcare: Early Childhood Educators and Assistants (NOC 42202). A minimum score of 60 was required for candidates.

The third draw invited 27 candidates with minimum scores of 60 in healthcare occupations.

Manitoba

Manitoba invited 558 letters of recommendation for candidates in the Manitoba Provincial Nominee Program (MPNP) Skilled Workers Overseas stream. To be eligible, candidates needed a minimum score of 616.

In this draw, only candidates who indicated they work in a regulated occupation and are fully licensed to work in Manitoba were chosen.

Quebec

On April 20, Quebec invited 1020 Quebec Skilled Worker Program candidates to apply for permanent selection. All candidates had a score of 598 or higher and valid job offers outside of the Communauté métropolitaine de Montréal.

While Quebec has total autonomy over its selection of economic immigrants, candidates who are successful in obtaining a Quebec Selection Certificate must still apply to Immigration Refugees and Citizenship Canada (IRCC) for permanent residence.

How does Express Entry Program work? The applicant needs to carry out the three core steps –

The applicant should enter the Express Entry pool by creating a profile. A profile needs to have the educational credential assessment and Language score.

After you are in the Express Entry pool, wait for the express entry draw to announce the results. On meeting the CRS score requirement, you will receive an ITA from the IRCC.

After receiving the ITA, the applicant will have around 60 days to submit the complete application along with the documents.

The program has three sub-streams, and the applicant can apply through any of the sub-streams.

    • Federal Skilled Workers Program (FSWP)
    • Federal Skilled Traders Program (FSTP)
    • Canadian Experience Class (CEC)

FSWP is for skilled workers who have never lived in Canada before, while FSTP is for tradespersons with experience in listed occupations, and CEC is for foreign workers with Canadian work experience.
