In the recent round of published draw results, several Canadian provinces, namely British Columbia, Ontario, Prince Edward Island, and Quebec, have issued invitations for provincial immigration.

These draws are in addition to the Provincial Nominee Program (PNP) only Express Entry draw that occurred on May 10. In that draw, 589 PNP candidates received Invitations to Apply (ITAs) with a minimum Comprehensive Ranking System (CRS) score of 691. This marked the fourth PNP-only Express Entry draw of 2023.

The Provincial Nominee Program was established in 1998 to help provinces attract economic immigrants who are likely to integrate easily and establish themselves economically within the province. The aim is to distribute the benefits of immigration across Canada rather than concentrating them in a few urban centers. All provinces and territories, except Quebec and Nunavut, have a PNP.

Quebec has a separate agreement with the federal government that enables it to select all economic immigrants who wish to settle in the province.

Here are the provincial immigration results from May 5 to May 12:

British Columbia:

On May 9, British Columbia conducted four targeted draws for the Skilled Worker and International Graduate streams of the BC PNP, including Express Entry candidates. In total, over 150 candidates were invited.

The largest draw targeted 93 candidates with tech occupations, requiring a minimum score of 90 in the Skills Immigration Registration System (SIRS). The SIRS functions similarly to the CRS for the BC PNP.

The remaining three draws targeted 34 early childhood educators, 23 candidates with healthcare occupations, and a few candidates in other priority occupations. Each draw had a minimum SIRS score of 60.

Ontario:

Ontario invited a total of 5,196 candidates through four draws over the past week. On May 5, the province issued invitations to 1,863 candidates in a targeted draw for tech occupations under the Express Entry Human Capital Priorities Stream. Candidates needed a CRS score in the range of 475-482.

On May 8, Ontario invited 2,349 candidates in a draw targeting health care occupation. These candidates were also in the Express Entry Human Capital Priorities stream and needed a minimum CRS score of 427.

There were two additional draws on May 9. The first draw invited 584 candidates under the Employer Job Offer: International Student stream, encompassing both tech and health occupations. All candidates required a score of 62 or higher.

The second draw on May 9 invited 400 candidates from the Employer Job Offer: Foreign Worker Stream with minimum scores of 43. Candidates were eligible for an invitation if they resided in Canada and had job offers in targeted skilled trades occupations.

Prince Edward Island:

PEI held a small draw on May 4, inviting 122 candidates under the Labour and Express Entry streams of the PEI PNP.

Prince Edward Island is Canada’s smallest province but has one of the highest admission rates for newcomers under the PNP. According to data from Census 2021, PEI has the third-highest share of recent economic immigrants selected as provincial nominees.

Quebec:

Quebec invited 802 candidates to apply for permanent selection under the Quebec Regular Skilled Worker program. Each candidate needed a minimum score of 571. The draw took place on May 1, and the results were published on May 4.

The province targeted candidates with various National Occupational Classification codes and job offers outside the territory of the Communauté métropolitaine de Montréal. While Quebec has autonomy over the selection of all economic immigrants within the province, successful candidates who obtain a Quebec Selection Certificate must still apply to Immigration Refugees and Citizenship Canada (IRCC) to become permanent residents.

How does Express Entry Program work? The applicant needs to carry out the three core steps –

The applicant should enter the Express Entry pool by creating a profile. A profile needs to have the educational credential assessment and Language score.

After you are in the Express Entry pool, wait for the express entry draw to announce the results. On meeting the CRS score requirement, you will receive an ITA from the IRCC.

After receiving the ITA, the applicant will have around 60 days to submit the complete application along with the documents.

The program has three sub-streams, and the applicant can apply through any of the sub-streams.

    • Federal Skilled Workers Program (FSWP)
    • Federal Skilled Traders Program (FSTP)
    • Canadian Experience Class (CEC)

FSWP is for skilled workers who have never lived in Canada before, while FSTP is for tradespersons with experience in listed occupations, and CEC is for foreign workers with Canadian work experience.
