Six of Canada’s provinces invite candidates in latest provincial immigration results

Candidates have been asked to apply for provincial immigration in Ontario, British Columbia, Quebec, Alberta, Manitoba, and Prince Edward Island.

Except for Quebec and Nunavut, all Canadian provinces and territories may invite economic immigrants to apply for a provincial nomination under the Provincial Nominee Program (PNP). When a candidate applies to Immigration, Refugees, and Citizenship Canada (IRCC), a nomination strengthens their application for permanent residency.

Quebec has its own arrangement with the federal government and has complete control over the amount of economic immigrants it chooses for permanent residence.

Plan for New Immigration Levels and Strategic Immigration Program

IRCC publishes an Immigration Levels Plan each year to set a target for the number of permanent residents who will be invited over the next three years. The overall goal is split between IRCC’s immigration programs and channels.

On November 1st, the most recent Immigration Levels Plan, covering the years 2024-2026, was announced. According to the data, IRCC will admit 110,000 entrants through the PNP in 2024, and 120,000 in both 2025 and 2026.

The Plan is mainly based on the newly revealed Strategic Immigration Program of the IRCC. The initiative offers three essential pillars for enhancing IRCC efficiency, making it simpler for newcomers to settle, and aligning immigration growth with infrastructure needs and settlement services.

To better understand local needs and capacities, IRCC intends to consult with important stakeholders such as provincial governments. This ensures that newcomers have everything they need to properly integrate, while also enhancing affordability and balancing the requirements of all Canadians.

Results of provincial immigration from October 28 to November 3

Ontario

Ontario issued invitations to apply for the Master’s Graduate and PhD Graduate streams of the Ontario Immigrant Nominee Program (OINP) on October 30. Both draws were general, which means there was no occupation indicated.

The province invited 1051 Master’s Graduate stream students who scored 43 or higher.

It also welcomed 66 PhD Graduate stream students who scored 42 or higher.

British Columbia

On October 31, British Columbia invited over 203 PNP candidates.

Four separate draws were held by the province. The most important criteria were Skilled Workers with a minimum score of 111, International Graduates with a score of 113, and Entry-Level and Semi-Skilled applicants with a score of 91.

The remaining three draws were occupation-specific, and only Skilled Workers and International Graduates were eligible. A minimum score of 60 was required for all candidates.

  • 48 early childhood educators and assistants
  • 22 healthcare professions
  • Less than five other priority occupations

Quebec

On November 1st, Quebec announced its own Immigration Levels Plan. Quebec, like the federal Immigration Levels Plan, sets aims for the economic immigrants it will welcome to seek for permanent residence; however, the province only sets targets for 2024 and 2025 this year.

Quebec generally sets targets up to four years in advance, but in this plan, the goal is to assess the performance of a new requirement that all candidates have knowledge of French in order to be considered for permanent selection.

The province intends to hire 30,650 skilled professionals in 2024 and 31,500 in 2025.

On October 26, the two most recent provincial immigration draws were held, and 1220 candidates were invited. The first draw sought various trades jobs with a score of at least 465 points.

The second draw sought people with scores of at least 608 in technology, healthcare, and other priority occupations.

Candidates in both draws were also required to have a level 7 oral competence (or better) in French according to the Échelle québécoise des niveaux de compétence en français des adultes or its equivalent.

Alberta

The province welcomed 22 individuals through the Dedicated Healthcare Pathway with Alberta employment offer stream on October 24. The lowest-ranking candidates received a 326 on the Comprehensive Ranking System (CRS).

The October 26 draw drew 100 candidates from the Family Connection and Primary Occupation In Demand streams. A minimum CRS score of 369 was required for these candidates.

Candidates in both draws were also in the Express Entry pool of applicants.

Manitoba

On November 2, Manitoba invited 400 applicants to file for nomination through the Manitoba PNP.

Three separate draws were held by the province. The first required a minimum score of 768 for 204 Skilled Workers in Manitoba. It was a popular choice.

The second category was for Skilled Workers Abroad. As part of a strategic recruitment strategy, the province welcomed 65 individuals with a score of 708.

The last round of selection included 131 candidates from the International Education Stream. There was no minimum score specified.

Prince Edward Island

PEI also invited 41 Labour and Express Entry candidates to apply on November 2.

Candidates were chosen if they worked in the healthcare, manufacturing, food processing, or agriculture industries.

PEI has invited 2,385 applicants to apply through the PEI PNP in the last 12 months.
